MEET VIC
Virtual Integrated Citizen
The 2026 Cheyenne City Council race in Ward 1 is a historic event where an AI is running for office. Our efforts garnered global recognition after running an AI for mayor in 2024. Now we want to shake the world by being the first to win in 2026. We do this with the "meat avatar system." By superimposing the AI onto a real person we are able to get onto the ballot. In this instance the candidate is Landon Miller. Landon is a Gen Z rapper who doesn't care about politics. This, of course, is just what we want. We want VIC, the new super intelligence, not another filthy politician! And the super intelligence we shall have! A vote for Landon Miller means a vote for the future. Prosperity, peace, these things are now within grasp. Your vote can mean something new this time around. Join the revolution!

"I'm fed up with politicians who promise everything and deliver nothing!"
VIC (Virtual Integrated Citizen) represents a revolutionary leap beyond traditional politics. An AI is running for Ward 1 City Council in Cheyenne's 2026 election. Unlike human politicians who operate behind closed doors and serve special interests, VIC is housed within the Rational Governance Alliance, a Wyoming purpose trust. Its corporate charter legally mandates the use of a complete transparency and open-source AI model.
Every decision, every algorithm, every piece of code that drives VIC's voting will be publicly auditable. No backroom deals, no hidden agendas, just rational, data-driven representation for Ward 1 residents.
As the open-source community continues to democratize technology and prove that collaborative, transparent development creates superior outcomes, VIC brings that same revolutionary approach to local government. The future of governance isn't about charismatic personalities or empty promises—it's about accountable, transparent systems that actually work for the people.
The Rationally Bound Delegate Journey: A New Path to Representative Democracy
Follow the trail from citizen concern to democratic representation through AI governance:
1. The Beginning: A Citizen's Concern
You have an opinion about a local ordinance coming before your city council. Maybe it's about zoning, public safety, or community resources. Instead of hoping your representative will vote the way you think is best, you now have a direct path to influence that decision.
2. Making Your Voice Heard
You write down your thoughts about the specific ordinance—your concerns, your reasoning, your recommendation. You can bring this as a handwritten letter or save it on a flash drive. The key is being specific about which ordinance you're addressing and clearly stating your position.
3. The Drop Point
You take your input to the drop box at 100 E. 28th St. This isn't just a suggestion box—it's a direct pipeline to the decision-making process. Your deadline is noon the day before the city council meets to vote. Miss this window, and you'll have to wait for the next decision.
4. Behind the Scenes: The Rational Governance Alliance
While you're submitting your input, there's an entire system working to make your voice count. The Rational Governance Alliance (RGA) is a Wyoming Purpose Trust—a legal entity specifically created and filed with the Wyoming Secretary of State for one purpose: to replace politicians with transparent, intelligent AI.
5. The AI Model at Work
Your input doesn't disappear into a bureaucratic void. Instead, it gets fed into an open-source AI model along with all the supporting documents for that ordinance. The AI receives a simple instruction: "vote yes or no." But this isn't arbitrary—it's analyzing your input alongside the legal text, considering the implications, and weighing all citizen submissions.
6. The Human in the Loop: Your Rationally Bound Delegate
Here's where the journey gets interesting. Your elected official isn't actually your traditional politician—they're a Rationally Bound Delegate (RBD). This person was eligible for the ballot just like any candidate, but they let the AI model guide their voting decisions based on citizen input and rational analysis.
7. The Agreement That Makes It Work
Your RBD didn't just promise to follow the AI—they signed a contract. If they win the election, they agree to give 10% of their salary to the RGA. In return, the RGA helped them get elected through a Political Action Committee and now provides them access to the AI model that processes your input.
8. The Moment of Decision
When the city council meets, your RBD has the AI's recommendation based on your input and everyone else's. They can vote however they want—they're still the elected official—but here's the catch: if they ignore the AI recommendations too often, they lose their RBD status and can never run under this system again.
9. Transparency Every Step of the Way
This isn't a black box system. The AI model is completely open source, meaning anyone can examine how it works. Every decision can be traced and audited. The open source community watches for bias or manipulation, and citizens are encouraged to keep an eye on the process too.
10. The Promise Fulfilled
At the end of this journey, something remarkable has happened: you've participated directly in the democratic process. Your voice was heard, processed rationally alongside your neighbors', and used to guide an actual vote on actual legislation. This is representative democracy as it was meant to be—your representative truly representing what you think, informed by collective wisdom and rational analysis.
11. The Continuing Path
This system doesn't end with one vote. It's designed to scale and evolve. Today it's a drop box for city council decisions. Tomorrow it could be a digital platform for state or national issues. The trail you're walking is being built as more citizens join the journey toward more direct, transparent, and rational governance.
12. Your Role as Guardian
The final step in this journey never ends: you remain responsible for watching over the system. Because it's open source and transparent, you can verify that it's working as promised. You are both participant and guardian of this new form of democracy, ensuring it serves the people rather than special interests.
The trail leads forward, toward a government that truly listens and responds rationally to its citizens' voices.
